Abbreviate the guidelines' appended material

Error²Federal courts, Illinois courts21st and 22nd editions

An application note, background or introductory commentary, or an appendix of the guidelines manual carries its abbreviated form: “U.S. Sent'g Guidelines Manual § 2B1.1 cmt. n.3”, not “… application note 3”.¹
